We define a framework as a static multi dimensional taxonomy to store information in some temporal state.
In other words, a framework is a container with many compartments that can hold information at some point in time. The maxim "you can't teach an old dog new tricks" is making reference to the static state of your internal framework and its contents as a static reference model. For our purpose, a 'reference model' is simply a populated framework. Their are many ways to "view"information - different perspectives on the same information. The framework supports these as "viewpoints".
